POSITION: Consultant Security Advisor – Service contract (private interpreter or civil contract)
WeWorld is looking for one (1) Consultant Security Advisor Services Provider in Ukraine
Duty station: Kyiv, with frequent travel to different regions of Ukraine
Position reports to: Country Representative (CR) / Senior Management, in coordination with HQ Security

WeWorld Background:
WeWorld is an INGO working across 27 countries and is part of ChildFund Alliance. WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti, Mali). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Kyiv, Kharkiv, Donestk and Mykolaiv Oblasts, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs. WeWorld offices are so far established in Kyiv and Kharkiv.
Scope of Work
The Consultant Security Advisor Service Provider provides expert guidance, advisory support and technical assistance to strengthen WeWorld’s security risk management systems in Ukraine.
The role is advisory in nature and supports senior decision-making, crisis preparedness and staff safety across all areas of operation.
Main tasks and responsibilities
Security Advisory & Risk Management
Act as Security Focal Point for all WeWorld staff in Ukraine.
Advise the Country Representative and Senior Management on risk thresholds, security postures and crisis preparedness.
Conduct Security Risk Assessments (SRA) for offices, guesthouses and new facilities, and propose mitigation measures.
Contribute to the implementation, monitoring and updating of Security Guidelines, Security Plan, SOPs and Contingency Plans, aligned with HQ security policies.
Coordinate with HQ Security to ensure proper implementation of organizational security policies and procedures.
2. Information Management & Reporting
Monitor and analyze security incidents, near misses, geopolitical developments and conflict dynamics in Ukraine and relevant bordering countries.
Collect security and safety-related information and disseminate it to WeWorld staff in a timely manner.
Produce and share regular incident reports with analysis and actionable recommendations.
Prepare and submit a Weekly Security Report covering:
General overview
Implications for operations
Evolution and possible scenarios
Recommendations
3. Access, Movement & Operational Support
Provide access monitoring and support for WeWorld missions, offices, consultants and visitors.
Track staff movements, especially in high-risk areas and during critical movements, and provide pre-mission and during-mission security advisories.
Support identification of safe routes and zones for field movements.
4. Daily & 24/7 Support
Ensure 24/7 dissemination of security alerts, including timely information on incidents and recommended mitigation measures.
Provide 24/7 remote security consultancy, offering guidance during emergencies such as:
Health incidents
Aerial attacks
Ground offensives
Evacuations
Road accidents
Civil unrest or mob violence
5. Emergency & Ad Hoc Support
Be available for on-site emergency deployment as required (health emergencies, evacuations, attacks, accidents, displacement).
Support Senior Management and Country Director during security crises.
Participate in weekly or ad hoc security briefings with WeWorld Management upon request.
6. Capacity Building & Training
Deliver security briefings for all new national and international staff.
Provide tailored security training sessions based on operational needs.
Support and strengthen the capacity of national security staff.
Advise on communication systems, including procedures, training and maintenance for field staff.
DELIVERABLES
Security Risk Assessments (SRA) with mitigation measures and evacuation plans.
Regular tracking and advisories on staff movements in high-risk areas.
Security training sessions delivered to WeWorld staff.
Weekly Security Reports with analysis and recommendations.
Updated SOPs and security management tools adapted to the Ukraine context.
ESSENTIAL REQUIREMENTS
Qualifications & Knowledge
University degree in Security Management, International Relations, Military Studies or related field (or equivalent experience).
Strong knowledge of security risk management in humanitarian contexts.
Excellent understanding of the security environment in Ukraine.
English proficiency at B2 level or higher is required.
Professional Experience
Minimum 5 years of experience in security advisory roles, preferably in humanitarian or INGO settings.
Proven experience in conflict or high-risk environments.
Experience in security assessments, incident management and crisis response.
Skills & Abilities
Strong analytical, reporting and decision-support skills.
Ability to work under pressure and respond effectively in emergencies.
Excellent communication and coordination skills.
Capacity to advise senior leadership and influence decision-making.
Strong organizational and planning skills.
High level of integrity and commitment to humanitarian principles.
DESIRABLE REQUIREMENTS
Previous experience working in Ukraine or Eastern Europe.
Experience coordinating with UN agencies, INGOs and local authorities.
Knowledge of security communication systems and tracking tools.
