The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security. 

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines, and standards, as well as relevant international frameworks. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required. Job Summary:

    The Logs and Asset Management Officer will be responsible for managing and safeguarding all project assets, equipment, and inventory in compliance with USAID regulations and FHI 360 policies. This role ensures accurate tracking, reporting, and accountability of project resources, supporting operational efficiency and transparency. S/he will provide control and guidance to all asset transactions and will be accountable for all property (supplies, equipment, commodity) entering and exiting the project. S/he will mentor and support any staff assigned tasks in the inventory management. S/he will report to the Director of Operations.

Duties and Responsibilities

  • Develop project asset database and maintains tracking of all assets within project in accordance with USAID and FHI 360 Property Management Procedures. 
  • Design and maintain project property database tracking assets allocation, movement and disposition in accordance with FHI 360 Property Management procedures. 
  • Ensure proper tagging, labeling, and tracking of assets in line with USAID and organizational requirements.
  • Oversee receipt, storage, and issuance of supplies, ensuring proper documentation and controls.
  • Ensure that property records are accurate and up-to-date and the back-up information for each record is filed properly.
  • Work with Procurement and vendors to receive goods and issue/approve GRNs.
  • Organizes and maintains adequate stocks of supplies and its distribution, and ensures that supplies are protected from adverse physical conditions, like moisture and heat.
  • Maintains accurate and complete records of all office inventory and assets.
  • Leads the annual physical verification of project assets and the filing of records.
  • Coordinates with finance on a monthly basis to reconcile inventory records 
  • Reviews the Inventory Control Record on a regular basis to ensure accuracy of each record.
  • Establishes maximum security to any unused property, keeping the warehouse key in a secure area.
  • Ensures compliance to recommended stock management procedures (cleanliness, organization, arrangement, easy identification, procedures, record keeping, safety, filling).
  • Takes responsibility for receiving, verifying, and dispatching commodities 
  • Prepare all consignment and shipping documents (Delivery Note, waybill, etc.) to be transported to the various supported facilities
  • Organizes and maintains adequate stocks of supply, such as stationery and office supplies, household items, consumables etc.
  • Coordinates with operations on a monthly basis to reconcile inventory records to agree with the recording in the accounting system to ensure that all assets are properly labeled and identified.
  • Undertakes additional duties as assigned by Operations Director.
  • Other responsibilities and tasks as assigned by the position supervisor or project leadership.

Education Qualification & Experience

  • Bachelor’s Degree in Procurements, Logistics, or related field
  • Requires 3-5 years of inventory management experience on international projects.
  • Minimum three years of experience in Asset Management on USAID-funded projects.
  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
  • Prior experience in an international non-governmental organization (NGO) preferred. 
  • Experience working with international donors and non-profit organizations.
  • Demonstrated knowledge and experience in all aspects of property management
  • Good organizational skills; ability to prioritize work
  • Ability to work efficiently independently and in a team unit
  • Cultural sensitivity and sound understanding of the needs of vulnerable populations.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
  • Good report writing and documentation skills.
  • Ability to travel within country or region and internationally if needed. 
  • Must be able to read, write and speak fluent   Ukrainian and proficiency English 

 Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Less than 10%
