Stichting Vluchteling (SV), the Netherlands Refugee Foundation, is a Dutch non-profit organisation that supports refugees and internally displaced people worldwide. SV is an emergency organisation that focuses on providing direct aid in the sectors food, non-food, shelter, health and protection. SV usually works with partners for the design and implementation of projects.
Background
Ever since the large-scale Russian invasion into Ukraine in February 2022, SV has been actively supporting international and Ukrainian partners that provide direct support to the Ukrainian population. Currently SV is supporting a medical supply programme, a programme for non-communicable diseases and mental health as well as a number of projects for the provision of food non-food items and shelter. In order to enhance the effectiveness of its support SV decided to set-up an agile office structure in Ukraine (based in Odesa).
Purpose of the job and tasks of the officer
For the office in Odesa, SV is looking for an officer in charge of management of the daily logistics and security activities. The Logistics and Security Officer (LSO) will report, hierarchically to the SV representative in Odesa and technically to the respective Advisors. The LSO is responsible for an efficient logistics set-up for SV base and field operations, as well as the for the overall Safety and Security Management. More specific the Logistics & Security Officer will have a double role managing:
General Tasks:
General Logistic Responsibilities:
- Ensure a proper SV set-up concerning office space, housing, internet facilities, electricity back-ups, etc.
- Arrange and ensure proper and effective transport arrangements including rental cars, train, bus and possibly international flights.
- Manage the relationship with the car rental agency, including refuelling, mechanical check-ups, logbooks etc.
- Arrange overnight stays for staff travelling outside the base in Odesa.
- Support SV's programmes in all logistic related task as needed. This may include procurement, warehousing; and light ‘administrative procedures’ for example, elaboration of packing lists, freight manifests, discharge of the responsibility of imported goods, etc.
- Possible support to SV's partner’s in matters of logistics.
- Inventory Control, Supervise and administer the handover of sensitive equipment (PPE/ Sat phones, routers, batteries, first aid kit, etc). Ensure proper storage and maintenance of SV equipment. Make a a quarterly inventory of expensive, or sensitive equipment.
- Make sure all the office/GH Equipment such as fire extinguishers, first aid kits etc. have been replenished and ready to use , incl. the shelter/hibernation kits and energy (lighting) and communication back-ups.
General Security Responsibilities:
- Continuously monitor the overall security environment in Ukraine and report when relevant to his supervisor, producing one security analysis per week, or more if requested.
- S/he continuously analyses the humanitarian context S/he forecast potential impediments and opportunities for improvement.
- Issue recommendations in a summary or bullet points format to add its expert inputs to potential SV project proposals to the country representative to inform his decision making.
- Responsible for the application of SV's General Security Plan (GSP) its procedures, norms and tools.
- Develops and actively promotes a risk management culture, carrying out SV policies and guidelines; and conducting self-audits to verify compliance with security protocols. The LSO sensitizes the team in security matters by promoting participative discussions intended to capitalise our team and partners experiences in lessons learned and consolidated in the quarterly update of our Security Plan.
- Provides guidance on evolving security risks in areas where SV and partners work. Makes sure that SV Ukraine's team has the necessary resources to manage risks. Informs and takes actions regarding security events according to the scale. Ensure the reporting of the actions taken, in particular, if happening along field trips.
- In case of security incident/crisis management s/he participates in providing expert advice to the in-country Management Team. Keep record of past incidents, and/or near misses directly involving SV staff (and partners). Make sure a security incident template is being filled, as soon as safe for SV staff involved (within the first 24h) and gives written feedback recommendations.
- Safeguard that SV’s vehicles (even if rented) and premises (GH/office/or eventual Warehouses) are compliant with our security guideline standards.
Supply Chain, Procurement Duties:
- Manage procurement and supply chain activities, ensuring timely and transparent sourcing of goods and services.
- Prepare and process purchase requests, tenders/RFQs, bids, and related documentation.
- Conduct competitive bid analyses and facilitate approval processes.
- Maintain accurate procurement records, supplier database, and inventory trackers.
- Ensure cost-effectiveness and value for money across all procurement and supply chain operations.
- Coordinate with internal teams and suppliers to support smooth supply chain operations from planning to delivery.
Planning and follow up of movements:
- Prior to a team’s movements, assess potential risks and vulnerabilities by contacting local actors to support SV and partner’s field trips, providing context analysis and recommendations on routes, safe heavens, equipment, etc, prior to team movements.
- Prepare logistical aspects of movements (equipment & capabilities), i.e. second means of communication (satellite, Starlink) energy, food /water, and anything indispensable to ensure ''business continuity'' against potential threats.
- Tracks vehicle position and makes sure SV’s drivers are briefed in terms of safe driving and humanitarian principles.
- S/he receives and briefs newly arrived team members to their field base. If necessary refreshes current SV staff to ensures that our rules are properly understood and followed.
- Ensures "check & balance" role by Identifying gaps or inconsistencies in our practices and working to resolve them.
Briefings and Communication, internal and external:
- Is expected to be able to clearly communicate SV Mission and vision (along the directions provided by the Country Team Leader), and in this way contributes to SV acceptance, by explaining SV's work in Ukrainian and in English.
- Build and maintain a network of stakeholders and SV partners, to facilitate collaboration and information exchanges across the country with: public and private organisations, humanitarians (INSO, ICRC, UNDSS…) civil/ military authorities for accessing to timely and reliable information.
- Ensures good internal coordination within the team on all security-related matters to allow that ''business continuity'' of SV operations can be unrolled safely and securely.
- To support the country representative and SV’s team members providing briefings to SV HQ staff planning a mission to Ukraine.
- Situational awareness. Encourages its team members and partners to share actionable information with the LSO and Country team Representative to collectively contribute to the improvement of SV’s of best practices in terms of SRM, culturally adapted behaviour and context understanding.
- Upon request, s/he delivers training to team members and partners on topics related to his role (mine awareness, adapted behaviour to bombardment, life support, or others).
Requested:
- Education in logistics security or another education relevant to the job
- Good understanding of government administration procedures and customs requirements; on national, oblast and communal level
- Proven ability to create networks and build relationship with local authorities, community, stakeholders etc.
- Understanding of Humanitarian principles, security and access challenges
- Proven representation skills, such as speaking/presenting at meetings and providing situational analysis
- Willingness to travel in the operational areas for a number of days when required
- 5 years of working experience relevant to the purpose of the job
- Good writing, verbal communication and computer skills (O365, social media, Google Maps)
- Hands on approach, pro-active and solution oriented
- Good team player
- Good command of Ukrainian and English
- Comfortable in interaction with an international team and cultural differences
- In possession of driving license
