Description

The Centre for Information Resilience (CIR) is an independent organisation dedicated to exposing human rights violations and threats to democracy. We achieve this through open source research, digital investigations, capacity-building with local partners, and collaboration with media to amplify our impact.

CIR was born out of a determination to expose those spreading harm – online and offline – around the world, particularly in areas of violent conflict, such as Ukraine, Sudan and Myanmar. Our projects are at the forefront of efforts to investigate and document human rights abuses, war crimes, harms targeting women and minorities, and influence operations. We work closely with multilateral and national justice accountability bodies.

Number of roles: 1

Contract Type: Contractor

Contract length: ASAP for up to 12 months

Hours needed for this role: 4 days per week

Languages: You must be able to speak and write English. Plus understand and read Ukrainian.

Location: Ukraine

Requirements

Main Responsibilities

As a senior MEL adviser, you will engage with CIR projects at key points in the programme cycle to ensure that:

  • Project design is evidence-based and enables robust assessment of impact and continual improvement.
  • Project delivery is shaped by real-time monitoring of results and lessons learnt.
  • Project assessment is robust and enables CIR and its clients to learn what’s worked, what hasn’t and why.

Essential Criteria:

  • Knowledge and experience of qualitative and quantitative research techniques, including the use of social media and online tools.
  • Knowledge and experience of evaluating and collecting data of training and capacity building activities.
  • Proven experience in design and in-person delivery of focus group discussions and other MEL interventions for training and capacity building projects.
  • Strong written and verbal communication skills, including the ability to translate technical terminology for lay audiences and to produce precise, concise and timely reporting.
  • Established background in monitoring, evaluation and learning, including the ability to develop and implement theories of change, logical frameworks and MEL frameworks and to translate MEL outputs into programme design and implementation.
  • Strong stakeholder and relationship management skills.
  • Based in Kyiv, with strong bilingual (Ukrainian and English) skills.
  • Desirable Criteria:
  • Knowledge and experience of mis/disinformation, influence operations and strategic communications.
