Role Purpose and Context

The Lawyer supports the development and improvement of Ukraine’s legal framework in the field of mine action within the Ministry of Economy, Environment and Agricultural Policy's Mine Action Office Team «Demine Ukraine». 

The role combines substantive legal drafting and analysis with coordination and policy-oriented work, focusing on the preparation of legislative and regulatory acts, analytical materials, and interagency consultations. The position contributes to strengthening national mine action governance by ensuring that proposed legal changes are legally sound, well-justified, and aligned with national strategies and standards. The Lawyer works under the supervision of the Legal Sector Lead and in close cooperation with governmental stakeholders and project partners.

While strong legal and regulatory expertise is essential, the primary emphasis of this role is on execution, coordination, and delivery of legislative and regulatory outputs within institutional and interagency frameworks.


Key Responsibilities

  • Draft and revise legislative and regulatory documents related to mine action, including structured draft legal acts, regulations, roadmaps, legal research materials, concept notes, draft agreements (memoranda, cooperation agreements), and supporting documentation.

  • Conduct legal and regulatory analysis, including identification of regulatory gaps, assessment of legal risks, and preparation of reasoned legal, comparative, and analytical materials.

  • Prepare explanatory notes, legal commentaries, justification tables, analytical briefs, and presentation materials supporting proposed legislative and regulatory initiatives.

  • Ensure alignment of draft legal acts with the National Mine Action Strategy, national mine action standards, and other applicable legal and policy frameworks.

  • Engage with governmental and other stakeholders, including participation in meetings, collection, analysis, and consolidation of proposals, requirements, and feedback on draft legislative and regulatory documents.

  • Represent the Team Legal Sector in technical mine action meetings, providing legal advice or assessment of relevant cases.

  • Coordinate work under assigned project tracks.


Key Requirements

  1.  A Master's degree in Law is required. A degree in Economics, Business Administration, International Relations, or Public Policy is considered an advantage.

  2.  At least 3 years of professional experience in a relevant field, including:

  • work in government bodies, reform support offices, international or donor-funded projects;

  • work in other entities or organisations involved in legislative or regulatory drafting;

  • grant programme implementation in cooperation with governmental authorities;

  • comparable policy- and analysis-oriented roles.

  1. Proven ability to prepare legislative drafts and structured supporting documentation.

  2. Strong analytical and legal writing skills, with the ability to clearly present complex legal information.

  3. Readiness to work under resource constraints and deliver results within agreed timelines.

  4. Willingness to take responsibility for assigned tasks and performance indicators.

  5.  Language Requirements:

Ukrainian — Native. English — Proficient (B2 or higher).

  1.  Tools and Software:

Proficiency in Microsoft Office (Excel, Word, PowerPoint) and Google Workspace tools.

Experience with digital tools for document preparation, collaboration, and presentations is an advantage.
