Background
Ukraine is advancing the implementation of the Youth Guarantee (YG) — a key European initiative ensuring that every young person under 30 receives a good-quality offer of employment, continued education, apprenticeship, or traineeship within four months of becoming unemployed or leaving formal education.
In July 2024, the Government of Ukraine established the Inter-Agency Working Group (IAWG), co-led by the Ministry of Youth and Sports and the Ministry of Economy, Environment and Agriculture, to coordinate YG preparation and roll-out. The IAWG involves a broad coalition of ministries, social partners, youth organizations, and international partners including the EU Delegation, Enabel, UNICEF, ILO, ETF, Helvetas, and others.
Position Overview
The Statistics Specialist will support the Youth Guarantee Expert Group by developing, maintaining, and analyzing statistical systems related to youth employment, education, training, and NEET (Not in Employment, Education, or Training) indicators. This role combines technical statistical work, monitoring & evaluation, and data-driven policy support.
Key Responsibilities
Statistical Analysis and Monitoring
- Develop and maintain a comprehensive statistical framework to monitor Youth Guarantee implementation and outcomes.
- Collect, clean, and analyze national and regional data on youth employment, education, training, and NEET indicators.
- Design surveys, sampling methods, and data collection tools for pilot projects and national roll-out.
- Produce regular statistical reports, dashboards, and policy briefs for ministries, regional authorities, and international partners.
- Ensure data quality, comparability, and timely sharing with relevant stakeholders.
- Contribute to forecasting youth labor market trends to guide strategic planning and budget allocation.
Policy Support and Evidence-Based Recommendations
- Translate complex data into clear policy recommendations and actionable insights for decision-making.
- Support the development of monitoring tools and key performance indicators aligned with EU and ETF standards.
- Assist in institutionalizing YG coordination mechanisms through evidence-based monitoring and reporting.
Coordination and Capacity-Building
- Collaborate with national statistical offices (Ukrstat), line ministries, and international partners for data validation and coordination.
- Support capacity-building initiatives for government agencies and partners in data collection, analysis, and reporting.
- Execute occasional youth employment tasks delegated by key ministry stakeholders.
Results to be Achieved
- Reliable, consolidated, and up-to-date statistical database covering all YG target groups and regions.
- Periodic analytical reports, dashboards, and policy briefs delivered to the Inter-Agency Working Group, Ministry of Economy, and European Commission.
- Evidence-based recommendations to improve youth employment services and active labor market measures.
- Enhanced capacity of the Youth Guarantee Unit to monitor progress, measure impact, and adjust strategies based on data insights.
Profile and Qualifications
Education:
- Master’s degree in Economics, Statistics, or related fields.
Experience:
- Minimum 5 years of experience in statistical analysis, labor market research, or socio-economic data management.
- Experience with national or international labor-market statistics, youth employment, or social policy projects.
- Familiarity with EU or international standards for data collection and reporting.
- Proficiency in statistical software and data-analysis tools.
Skills and Competencies:
- Strong database management, data visualization, and dashboard creation skills.
- Ability to design and analyze surveys and key performance indicators.
- Strong analytical thinking, attention to detail, and problem-solving ability.
- Experience in monitoring & evaluation frameworks, preferably aligned with EU or ETF standards.
- Ability to translate complex statistical information into clear, actionable policy recommendations.
- Knowledge of youth employment policy, education/training systems, and socio-economic indicators.
- Effective coordination and communication skills with government institutions and international partners.
- Proven ability to work independently under tight deadlines while maintaining data accuracy.
