LWF World Service is the internationally recognized humanitarian and development arm of The Lutheran World Federation (LWF). LWF is a widely recognized international organization present in more than 25 countries. In response to the crisis in Ukraine, LWF Ukraine has established humanitarian operation in Kharkiv and Chernihiv oblasts in the areas of Shelter rehabilitation, Winterization, Education/school rehabilitation, Protection including Mental Health and Psychosocial Support (MHPSS), Multipurpose Cash Assistance and Livelihoods since 2022. LWF Ukraine aims to support internally displaced persons and other affected communities in the Kharkiv, Chernihiv, and Sumy oblasts.
LWF Ukraine coordinates and works closely with the Government of Ukraine, local authorities, the LWF member church, ACT Alliance members, civil society organizations, UN agencies and other relevant actors.
Job Summary
Under the overall supervision of the Program Coordinator, PMER officer is responsible for the functionality of the planning, monitoring, and evaluation functions of LWF Ukraine. The PMER Officer will lead the development and rollout of PME related guidelines, tools, and systems. The PMER Officer will monitor the data application to ensure appropriate update and utilization, as well as utilizing data to maximize programmatic impact. This position is based in Kharkiv Office with travel frequently to project areas.
Key duties and responsibilities
Planning
- Guide LWF Ukraine and partner teams in high quality need assessment, and analysis to inform program and project designs and drive continual improvement across the programs and projects.
- Contribute to the preparation of Theory of Change or logical frameworks and M&E plans of the programs/ projects.
- Ensure quality of the data and information on the projects/programs in Activity Info.
Monitoring, evaluation and reporting
- Lead in the development and implementation of processes, methodologies and tools to ensure credible data collection and management, and high-quality reports.
- Develop and implement M&E strategies (framework and tools), to ensure quality and consistent data and information is available on program/ projects performance and impact.
- Ensure that all projects and program are compliant with internal reporting requirements, including Activity Info.
- Check that monitoring data are discussed in the appropriate forum timely in terms of negative
- Support the project teams and partners in extracting lessons learnt and good practices and documenting case studies which demonstrate qualitative and quantitative changes.
- Ensure effective and appropriate capacity building for LWF Ukraine and partner teams on skills and competencies necessary to deliver high quality PMER.
Knowledge management
- Support to prepare and implement knowledge and learning capturing and dissemination strategy and to ensure that learning and knowledge of the project/ program is effectively captured and disseminated. Ensure gender, disability and child protection issues are mainstreamed in such strategies.
- Visit field periodically to work with field staff and partners to capture knowledge and prepare initial draft of the knowledge product as well as to support them in doing so.
- Coordinate for feature stories/human interest stories and best practices/innovations for communication and exchanging knowledge and experiences of projects intended to achieve.
- Work closely with the communication and IT teams to collect photographs/video clips from various ongoing functions of project required for knowledge products.
- Coordinate for dissemination plan and delivery of the knowledge products which includes uploading all outputs to LWF website/ Activity Info or SharePoints or any other officially approved appropriate dissemination techniques including online social media.
- Coordinate with other stakeholders (i.e. government, academia, INGOs, civil society organizations, LWF member churches, and research institutions) to share the projects’ knowledge as well as to encourage them on capturing and disseminating learning and knowledge related to LWF Ukraine’s programmatic areas.
Perform other tasks, assigned by the Supervisor and the Country Representative as per the need of the organization.
Education, expertise and skills required
- Bachelor’s Degree in development or a related field.
- Minimum four years of relevant experience.
- Computer literacy: MS Office (Advance Excel, Power Point, Word), mobile data collection applications (KOBO, Activity Info), Analysis software (PowerBI, Activity Info)
- Ability to write reports in English
- Experience working in the field with local implementing partners.
