About the job
The ICRC Protection Working Unit is seeking a highly capable Protection of Family Links Field Officer (PFL Field Officer) to join our team in Kyiv North. This role is responsible for the implementation and monitoring of ICRC PFL activities in the Kyiv North area of responsibility. The PFL Field Officer receives and processes tracing enquiries from families of missing persons, collects tracing requests, undertakes tracing activities to search for missing persons, ensures a proper follow up of the missing cases and family enquirers under his/her responsibility, and supports multidisciplinary assessments of the needs of the families of missing persons and response to them.

Your Tasks and Responsibilities
- Develop and maintain contacts with families of missing/captured persons and other enquirers; understand their unique situation, needs and requests, and respond accordingly
- Have an in-depth knowledge of the missing caseload, analyze cases and proposes appropriate follow-up action
- Contribute to all PFL Data being duly and timely entered as per the guidelines and workflow
- Carry out timely calls to families of missing/captured persons (Family Contact) as per agreed working modalities, workflows and timelines
- Provide advice and support to other protection team members on matters of compliance with internal Missing cases procedures. Assess and propose alternative solutions/updates to improve the existing procedures and guidelines
- Provide proactive support in different activities aimed at responding to the holistic needs of families of missing/captured
- Organise and carry out awareness raising sessions with families of missing/captured and/or authorities with a view to disseminate about ICRC PFL action
- Contribute to maintaining synergies with URCS PFL focal points in the AoR including involvement in outreach activities with families of missing and engagement with authorities (dissemination sessions, etc.)
- Ensure synergies with other operational departments, including internal referrals (ECOSEC, MHPSS; HEALTH, etc.)
- Identify needs of families and maps and assess relevant external services available to families of missing/captured
- Support gatherings of families in the AoR and together with Protection colleagues maintains regular contact with family associations
- Identify key stakeholders on the missing file at local and regional level (civilian or military) to engage with
- Internally promote and disseminate about families of missing needs and about ICRC PFL action
- Participate and support the organization of field trips
- Participate in external meetings, as relevant
- Produce field trip reports and minutes of meetings, as relevant
- Act as an interpreter during meetings and translates documents, as requested
- Arrange and/or conduct meetings if required by the Protection department
- Receive visitors of the Protection Department

About you
To be successful as PFL Field Officer in the Protection Work Unit, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- University degree or relevant professional experience
- Typically, 3-5 years of experience in the field of social, political or economic sciences or similar
- 1–2 years of experience with the ICRC or another humanitarian agency an asset
- Professional fluency (written and spoken) in English and Ukrainian
- Computer literacy
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
